Demolition waste inventory
In Flanders, holders of a building permit for demolishing or dismantling buildings with a construction volume of over 1000 m³ are legally obliged to compile a demolition waste inventory, as stipulated under Art. 4.3.3 of the Vlarema.
RSK Benelux can help owners in Flanders, or any other region, to compile this inventory, which may form part of tender documents, contractual documents or, sometimes, the licence.
The inventory must identify the site and the waste that will be produced during the demolition by type, the corresponding EURAL code, the expected quantity (expressed in cubic metres or tonnes), its location in the building, and its appearance.
The demolition waste inventory helps to ensure fair competition for contractors during the tender process and proper disposal of the waste, with recycling where possible. It also apportions liability for hazardous substances, where necessary.
Flemish grant for the rehabilitation of vacant and/or neglected business premises
In Flanders, the disuse and/or neglect of business premises incurs a significant ‘vacancy charge’. This is to encourage property owners to refurbish and redevelop industrial buildings and sites to prevent them from going into urban decay.
In a lot of cases, the costs of demolition can be offset by recycling and/or subsidies. These costs can be significant if there are asbestos or other contaminated materials present, so subsidies give property owners more opportunities to invest in and reassess their premises.
When applying for financial support, owners must meet certain conditions and provide a very extensive demolition inventory. They must also demonstrate that the grant will be a positive stimulus for the site and its surroundings.
RSK Benelux has years of experience in assisting owners to obtain these grants through its expertise in demolition inventories and supervision of works. We can prepare the application and follow it through to the end of the process. Some examples of grant applications that we were involved in include those for Durabrik in Heusden, SITA in Merksem, Colruyt in Lokeren, Foresco in Turnhout and Hoecke in Sint-Niklaas.
Following the discontinuation of industrial activities on a site, measures should be put in place to ensure those activities do not have any future effects on the environment and human health. Carrying out an environmental audit upon the termination or transfer of a business can be helpful in identifying any potential impacts. RSK can assist you with this audit and with any decommissioning work.
Examples of decommissioning work that we can help with include cleaning of product lines, drains and production areas; disposing of hazardous products such as chemicals, fuels and asbestos cleaning and decommissioning of underground tanks; removing surface and underground tanks; and demolishing installations and buildings, or parts of buildings.
